THE CONSTITUTION OF THE SOUTHEASTERN

FEDERAL RECRUITING COUNCIL

ARTICLE I                     Name and Purpose

                       

                     Section 1        The name of this organization shall be the Southeastern Federal

                                             Recruiting Council (SEFRC).

 

                     Section 2        The purpose of this Council shall be:

 

To develop and maintain effective working (relationships) between

                                             Representatives of Federal Agencies and Educational Institutions

                                             In the Southeastern States;

 

                                             To facilitate the exchange of knowledge and results of experience

                                             Among representatives interested or engaged in recruiting and

                                    employment.

 

                                             To encourage the collection, compilation and dissemination of

                                             information relating to recruitment and employment practices;

 

                                             To enhance the Federal service through the recruitment, employment

                                             and retention of high-quality people; and

 

                                             To devise and suggest programs and procedures that will accomplish

                                             the above objectives.

 

ARTICLE II                    Membership

 

            Section 1        General membership of the Council shall consist of the following

                                             representatives who indicate an interest by participating in Council

                                             affairs:

        

a)      Representatives of the Federal government located in the

Southeastern United States and/or Federal representatives

Conducting recruiting in this geographical area.

                       

b)     Representatives of educational institutions above high school

level, located in the Southeastern United States, who

responsibilities include placement and/or cooperative

education.

 

Section 2        Associate membership of the Council shall consist of former

                                    and/or retired members of the Council and representatives of the

                       

                                    Federal government and educational institutions above the high

                                    school level, located outside the Southeastern United States

                                    who indicate and interest by participating in Council affairs.

 

ARTICLE III                   Policy

 

            Section 1        This Council is politically non-partisan.  Neither its name nor it’s          

                                    influence may be used directly or indirectly in any political or

                                    (profit-making) activity.  It subscribes to and supports equal

                                    employment laws and concepts and all its activities.

 

            Section 2        Public declaration of policy of this Council will not be made

                                    without the (approval) of the Board of Governors.

 

            Section 3        This Council is empowered to do all things and conduct all

                                    business, not for profit, consistent with its objectives.

 

            Section 4        All obligations resulting from acts of this Council shall be

                                    corporate obligations and no personal liability whatever shall

                                    attach to, or be incurred by, any member or officer of this Council

                                    by action of any corporate action.

 

ARTICLE IV                  Officials and Their Duties

 

            Section 1        The elected officers of the Council shall be a President, Vice-

                                    President, Secretary, and a Treasurer.  Their duties shall be those

                                    customarily performed by such officers and they shall be guided by

                                    the membership of the Council and the Board of Governors in

                                    discharging these duties.

 

            Section 2        The President shall preside at all meetings of the Council, appoint

                                    an Executive Committee and such other committees deemed

                                    necessary or appropriated for (carrying) out activities of the    

                                    Council, and generally provide leadership to the Council in the

                                    conduct of its affairs.  The President shall have the power to make

                                     interim appointments to fill any vacancies.

 

            Section 3        The Vice-President shall perform the duties of the President in

                                    his/her absence or inability to discharge the duties pertaining to the

                                    office, and other duties as may be required by the President, this

                                    (Constitution) and the By-Laws which may be adopted hereto.

 

            Section 4        The Secretary shall be responsible for recording minutes

                                    of meetings and preparing correspondence.

 

Section 5        The Treasurer shall be responsible for maintaining financial reports

to be presented quarterly to the Council and at the annual conference. In addition, this person is responsible for auditing all collection and disbursement of monies connected with official SEFRC business. 

 

            Section 6        There shall be an Executive Secretary appointed by the Board of

                                    Governors.  The Executive Secretary shall be the point of contact

                                    for the administration of the Council’s routine business, and serve as

                                    the focal point for the annual business meetings/conference

                                    registration.  In addition, this person is responsible for all

                                    collection and disbursement of monies connected with the official

SEFRC business.  The Executive Secretary shall be reimbursed for those expenses directly related to the business of the Council.

 

Section 7        To provide for policy direction and continuity of Council affairs,

                                    there shall be a Board of Governors which consists of past

                                    Presidents, who are still active in the Council and incumbent

                                    elected officials.  Meetings of the Board shall be held as necessary

                                    upon call by a member thereof who will designate the time and

                                    place.  A minimum of five members must be present to constitute a

                                    meeting of the Board.  The Board shall insure compliance with the

                                    Constitution and continuity of Council affairs.

                       

                                   

ARTICLE V                   Elections

 

            Section 1        There shall be an election of officers annually in-so-far as

                                    practicable.  Term of office will begin October 1 and expire

                                    September 30.

                                   

ARTICLE VI                  Voting

 

            Section 1        Each representative as defined in Article II, Section 1 and

                                    registered at the annual conference shall have one vote in the

                                    affairs of the Council.

                                   

 

ARTICLE VII                 Amendments to the Constitution

 

            Section 1        Proposed amendments to this Constitution may be initiated by the

                                    officers of the Council or by a written petition signed by five

                                    members.  Amendments initiated by petition shall be addressed to

                                    the President for submission to the Council membership.

 

            Section 2        Proposed amendments shall be transmitted by the

                                    Secretary to the membership in writing at least thirty

                                    days in advance of the date on which the votes by the members are

                                    to be tabulated.  In the case of proposed amendments initiated by

                                    petition, the text of the amendment may be accompanied by the

                                    recommendation of the officers.

 

            Section 3        A majority vote shall be necessary for the adoption of any

                                    amendment.  Amendments shall become effective immediately

                                    upon adoption unless otherwise specified in the amendments.

 

ARTICLE VIII                Meetings

 

            Section 1        Annual meeting of the membership of this Council shall be held at

                                    the call of the President.  Plans and arrangements for this meeting

                                    will have full involvement and participation of the Executive

                                    Committee and such persons as may be designated by the

                                    President.
